Not necessarily. I mean, in theory yes, but you've made a few assumptions...1) the assumption that the Bill will secure the border, preventing a future wave of employable illegals, it will not 2) that American wages will remain unchanged, they will not, 3) that new immigration laws, including penalizing employers, will be enforced, they will not, and 4) assumed that amnesty/open borders agenda is being passed in a 'vaccume', when the Bill actually mirrors a bigger agenda, one for which passing legislation for amnesty/open borders are just the next two steps. That agenda, not mentioned in the following, can be found for comparison by googling "Creating a North American Community".

Legalized lawbreakers could eventually get a "green card" for permanent residency and even naturalized citizenship - that is, full rights of law-abiding immigrants. "It puts every American job at risk of wage depression - the equivalent of predatory pricing strategies that break antitrust laws because they are anticompetitive. Economically, there's no need for more foreign workers, especially when you have as many as 18 million Americans who can't find a full-time job. And it's wrong to claim that foreign workers do jobs Americans won't do. The truth is, Americans can't afford to do those jobs for slave wages, crummy benefits, and poor working conditions. But Americans already make a living in construction, hotels, agriculture, restaurants, and other low-skill jobs in places where the labor market is allowed to work. A mega-guestworker program is corporate welfare and massive government micromanagement of the market. It lets Big Business, corporate farms and multinationals manipulate labor costs downward, while receiving a government subsidy for sticking it to Americans in the labor force. It disrupts the ability of the market to regulate actual supply and actual demand. I’m tired of having Hillary held up as the Big Bad Dem Bogeyman who’s gonna get me if I don’t stay on the RINO plantation. Scaremongering is what liberals do to keep the uninformed in line. Conservatives should be above that.
I’ve about had it with the pathetic choices being offered by the Republican Party these days. Voting for RINOs and going along with liberal ideas like amnesty is like sipping from the bottle of arsenic instead of gulping it. Eventually you’re dead either way.
If conservatives don’t fight for conservative candidates and conservative ideas we’re dead in the long run. We can’t save this country by trying to coopt liberalism out of dire fear of a Dem being in office. The easiest way for a Dem to win in ‘08 is for the Republicans to run a RINO who espouses mushy liberal ideas like amnesty for illegals. Run a conservative who articulately and unabashedly espouses conservative ideas, and bankrupt liberalism doesn’t stand a chance.

Good point about the endless supply of undocumented illegal workers if the border is not secure, but my fear is more along the lines of the ACLU organizing the documented illegal workers, and them going on strike for better wages.
As your post said, there are many unintended possibilities, including workers filing a class action law suit for back benefits. If the government knowingly allows them to be paid less than minimum wages, with no benefits, they might win a court battle like the one some Microsoft contract employees won a few years back.
Just a thought of what might be possible

(Painesville) - A group called the Grassroots Rapid Response Team held a demonstration in Veterans Park in Painesville, upset over the immigration bill being worked on in Congress.
Organizer “Claudia” (below) says they want no amnesty for illegals in this country, and feel they should be sent back to their native lands. Claudia demands that the borders be sealed, and current immigration laws be enforced.
She claims its not a racial issue, and contends they are not targeting Latinos, they are against any group of people that are in the United States illegally.
Protesters held American flags, and signs saying “No Amnesty”. Many denounced our federal politicians and believe the government is letting them down, contending that U.S. citizenship has be earned and not given away.
Meanwhile, another raid for illegal immigrants in Lake County leads to 13 more arrests. A total of 37 people have now been taken into custody in the last two weeks in the Painesville area. Investigators say the sweeps to catch illegals in the area will continue.
