Actually, all the illegals have to do is register and they get a probationary Z-visa. Court rulings have said that this would give people the expectation of legality and they would therefore have to be treated exactly like American citizens.
I believe there is no fee for registering. And registering is the key. Once you have that, you're here permanently and legally.

Bush expressed his determination to fight for changes that would let millions of illegal immigrants gain legal status. He cast the debate as a struggle over Americas soul and its reputation as a welcoming nation. A struggle for our reputation as a welcoming nation??. What a crock of crap.
I wonder what the POTUS thinks about the role the rule of law has in our "reputation"?
