Sadly, this fight fair stuff I believe is origionating from Bob Gates. He has been leading the charge to close down GITMO and other ‘fighting fair’ issues.
Sure they do, indirectly. When you don't send enough troops to support the tasks you require, the military adapts however it needs to in order to accomplish the mission. The Army can't make itself bigger, or the mission smaller. It just does what its' told with the resources available.
