Why do they always say "youths" anyway? What exactly is a "youth?" I think if you are a member of some minority group, they'll call you a youth right up to the age of 40.
IMHO, "youths" are those children between the age of "child" and "old enough to know better." In other words, ages 12-15, tops. If you're old enought steal-- I mean, *drive* a car, I don't know as you're a "youth" anymore. Once you turn 16, I think you should be referred to as "perpetrator."

I stand by my interpretation. It is perfectly possible, in that sentence, for ‘police’ and ‘officers’ to be be entirely different people, especially with the writing standards of journalists nowadays.
