You should first find a seller, then negotiate an acceptable price, then execute a contract to purchase the land.

Actually the coastline changes all the time. On the gulf coast of Texas at Surfside every time there is a bad storm some more beach houses can fall into the sea. It is a dynamic earth. In Calif. we have earthquakes. Catalina Island is moving two inches a year.
A stable unchanging climate means a dead earth.
