There is no bug in the world that can't get to the US in less than a day. The horses don't need to be transported. Just the bacteria in a favorable environment.
The "global warming link" is that the midge that functions as the viral vector probably wouldn't survive in the British climate as it is now. Even African winters are too much for the virus and the midge vector, which means there is an unidentified viral reservoir in nature which preserves the virus over the winter.
Find it and maybe break the cycle.
I'm pretty sure they are working on it, given that one of the outbreaks killed 300,000 horses.
