My problem with that view is that it is not true.
Sure he'll fight for some things, but will they be conservative things?
Bush fought for NCLB, Medicare drug benefit and 'comprehensive' immigration reform. On the plus side, Bush fought and won tax cuts. Alas, what he didn't fight for was a smaller Government and less spending.
Rudy as mayor opposed Newt's welfare reform, appointed many more liberal democrat judges than conservative ones (locally in NY), and had most of his fights with lunatics on the left (while he still endorsed Coumo, said he agreed with Clinton on many things, etc.)
Will pro-choice Rudy fight for life issues like stem cell, like euthanasia, like offensive UN program funding, etc.? Will he *really* be reliable on judges?
In other words, Rudy may fight, but on what grounds and issues?
Thus, I am ultimately on the side of favoring Romney over Rudy. He has been a fighter, and on conservative ground -
- tax cuts and limited spending; his CPAC promise to veto excessive spending, take the Norquist tax pledge, and his record of fighting the Mass lege by turning a proposed tax increase into a tax cut is impressive fiscal conservative stake in the ground
- his efforts to save traditional marriage in massachusetts
- his clear and intelligent positions wrt handling the main crisis we face, Iran
I'd add that Romney's private executive experience of building up Bain and Co impresses me a lot. It shows clear executive ability. Rudy does as well as a former mayor, but while we've had plenty of Governors make the jump to President, we've had no mayors.

Funny, it seems like the only kind anyone wants to ban these days.
Well, we've had several mayors come close---Tom Dewey, Horatio Seymour, and even Cleveland was mayor of Buffalo before being gov. I think LA/NY mayors are probably in a different league than even small-state governors.
