Deval dumped the program. Not that it was ever up and running. I don't think they ever took custody of one single person.
So, Mitt 'managed' the whole thing sweet. He didn't arrest anyone, so none of the illegal people are upset. He did start the program, at the end of his administration, so he can claim to be active. Deval stopped it, so now he is off the hook.
Mitt sure knows how to play the corners.

He ousted the incompetent Matt Amarello which oversaw the mess--A impossible task given all the friends he had in the Mass. legislature. Obtained financial reimbursements in the billions from the Big Dig contractors. He would obtained more if not for the corrupt general attorney who had friends in the construction industry.

Wow. One fat hack in Massachusetts. That is impressive.
Ooooh. 'Financial reimbursements on billions'. Projected cost 2-3 billion. Actual money spent 14-15 billion and climbing. And how much money did he, supposedly, get back? 140 million? What's that 1 percent?
That's some bragging rights. That's fantastic. Wow. Mitt will be studied for decades. What a leader, what courage! Like I said. Mitt wants to be President. Massachusetts was a wrung, a platform, a resume requirement to be done and done with. Once Mitt left, it was as if he was never here. That is his legacy in Massachusetts.
