The FBI did the same thing to the KKK. They infiltrated it to the extent that members had to communicate by secretly meeting with their hoods on, and passing notes to one another lest their voices be recognized. I think J. Edgar Hoover boasted about how many agents he had inside the KKK, saying something like "every other KKK member was a member of the FBI".
