I'd be shocked if after building the most expensive mirror in history, they looked at it and said "Whoops, we were supposed to have a focal length of infinity, but it is actually 250 miles!"

My guess is they ground Hubble's mirror to the same specifications as they did for all Keyhole mirrors. Only problem is, Keyhole mirrors are ground to focus on the Earth about 250 miles away, while Hubble was supposed to focus at infinity.Not only did they grind it to those specs - they also tested it on the KH stand, rather than recalibrate for its mission, so it passed its tests.
As Captain Kirk would say: "You did not notice your error - that's two mistakes! You failed to correct your error. You are flawed!"
