You have every right to question Reagan's limited retaliation to the Marine barracks bombing, but he didn't run from a fight. Reagan had no intention of getting the US involved in Lebanon's Civil War. That would have expanded the ME conflict and probably would have dragged the Soviet Union into the civil war, backing Syria and Iran. That would have set back Reagan's efforts of dismantleing the Soviet military empire and winning the Cold War.
