As far as Saddam not wanting a hood, that was probably a matter of preference and a belief that it was more dignified. He also did not wear the green coveralls the like the previously executed were shown to wear.
Camera phones do not have a lot of light gathering power. The only parts that were bright looked like those frames that captured the flash of someone elses still photo. Also the shooter of the video was doing this on the QT in a dark execution chamber.
