I thought the Woodpecker was an over the horizon (OTH) radar designed to see aircraft, especially low flying ones. Shortwave frequencies and OTH are an especially poor choice for ICBMs. The U.S. had a Japan/Europe HF link that was supposed to be sensitive to ionization trails from launches out of Siberia, but the frequencies were chosen to preclude propagation when the ionosphere was clean.
The low repetition rate of the Woodpecker would make it a poor choice for something moving as fast as an ICBM and I don't think the backscatter from distant ionization trails can be separated from ground clutter.
