Compulsory attendance at government schools is unconstitutional, settled law by the Supreme Court,
Pierce vs. Sisters of the Holy Names of Jesus and Mary (1925).
I think the NEA can suggest that voluntary "graduation centres" or some other foolishness be started by local school boards, but they can't mandate attendance to young adults.

As you pointed out, not everyone who goes to college actually graduates, and many who begin college change their major once or more before graduating.
Then, of those who begin teaching, 30% only last a year or two, and over half last only 6 or 7 years at most. There's no way of knowing whether these teachers pulled the "average" SAT scores of beginning education majors up or down.
On the other hand, I know many teachers whose first careers were in the military or business. The Troops to Teachers program in particular seems to have been rather successful. I suppose some would tar these veterans with the same brush they use for other public school teachers?

What does that mean? Inner city kids have choices too-just like the rest of us do. In fact, they may have more than the suburban kids. The kids with fewer choices are the rural kids. From what I've been told by you and others here, just about anyone can home-school. So kids in inner cities can be home-schooled just like those in the richer areas.
The constitution does not guarantee equal outcomes of our choices. It allows us the pursuit of happiness, not the guarantee. Education is a choice, and every family can make their choices for education.

1) Mandate high school graduation or equivalency as compulsory for everyone below the age of 21This is meaningless. There are a lot of California HS graduates who are stuck in remedial 3rs at colleges.
Get taught for 12 years in rainforest math; get a diploma, go to college and scream "discrimination" at every math professor flunking said student.
Learn expressive English and Literacy during 12 years; arrive at college or even an office and be unable to properly string a thought or sentence together to good, non-personal, purpose.

No, it's the "make your choices and don't come crying when you don't like the outcome" argument actually.
Inner city schools are your best bet for charter schools, Catholic schools, and private schools. You yourself pointed out today that a Catholic school in inner city Philly costs about 2K a year. Any parent who wanted a better education for their child could figure out how to scrape up enough $$ for their kid and/or apply for scholarships. Many inner city schools also have KIPP schools which have done wonders for the more difficult ones to teach.
So, did you find a link to prove that 75% of public school teachers could not pass the GED yet? Still looking?

No link, Amelia. It is MY opinion of the teachers who "taught" my kids.
I really, really, doubt that 3/4ths of the teachers in that school could pass the GED the first time. The math section would kill them.

And from the NEA plotting and scheming piece,....
"To compete in the 21st century, all of our citizens, at minimum, need a high school education."
Of course, we know that the NEA mafia isn't providing a "high school education." The doublespeak is really referring to high school certificates. Such diplomas/certificates are virtually worthless in our economy. Technical educations are much more worthwile for us all, but technical unions were long ago "busted" by "labor management consultants" and the coporations that hired them. Since most of those businesses closed or went into hibernation due to the incompetence and elitist hatreds of their bosses, the work is done oveseas.
The NEA union hasn't been busted, yet, and corporate boss relatives of teachers won't do it. We'll have to do it for them by way of nonpolitical politics (Vaclav Havel). If I remember correctly, our President's wife and Tom Tancredo were public school teachers. Stop voting, complain a lot, and tell the politicians as to why.
For competent administration over some fields of work, BTW, tests are needed and certificates/licenses are not. Most people are misled by racketeers trying to impersonate gurus.
