I don't really see it as that shocking. Intel is a Corp. interested in turning a profit, not a think tank, paper or humanitarian org.
It sounds like a good way to get some of that Saudi Cash and if it's backed by the govt. there will be a certain amount of supressed competition from other electronics companies.
What I'd like to see is how the Saudi's handle it when our friendly competitors in China steal the tech, turn it around and flood the market with thier cheaper knock-off product?

I can't wait until Christian hackers mess with the "Digital Koran". They can deface its pages by replacing every instance of "kill the infidel" with "love thy neighbor", thus poisoning the minds of Saudi youth with the dangerously loving teachings of Jesus.
