Yes-he's confusing "registered voters" with the city's population. Two very different things.

The 2000 US Census put New Orleans' population at 484,674.

The 4,000,000 figure is all New Orleans' "registered voters". Some of those elevated New Orleans tombs contain 9 or 10 Democrat voters. New Orleans lost 5% (mainly the living ones), or 200,000.

Correction ... the inhabitants of the housing projects haven't returned. The rest of the metro area seems to be in place fairly well.
