That's not a bad idea. It goes beyond tort liability and is a criminal matter, since he's obviously breaking the law. When you have state prosecutors who refuse to bring charges or judges who dismiss a case if it ever goes to trial, the message to school administrators is that they will never be held criminally liable for any lawbreaking.
