Liquid water can exist on Mars in brief intervals, following impacts from space; any water ice in the soil vaporizes, creating a temporary local atmosphere, during the existence of which liquid water can flow. As soon as the vapor is gone (ultimately, it will head directly back to ice), the water freezes. That's why there are these "came from nowhere, went to nowhere" erosional features (those which turn out to be definitely caused by water, that is).
