Two things. Their "Leaders" like Jess Jackson et al spend all their time telling them "you are never going to make it, the white man is holding you down. You cannot get a fair break in the USA" Then the poverty pimps, the welfare system pushers, the Education bureaucracy, their whole culture revolves around "WE have been oppressed, the white people owe us"
So you have a sense of entitlement for compensation linked to a sense of injustice being inflected on them added to a sense of hopelessness that nothing will ever improve for them.
LBJ basically re-enslaved a large segment of the African American community with his "Great Society'. Like every other pusher he gave them just enough to get them hooked. Now they are addicted. They got to have the handout but the handout keeps them from ever moving beyond their subsistence dependent economic level.
It has virtually destroyed the African American community in this country.

I'm about to have to enlighten my son's 3rd grade teacher.
She's always making snide comments about "that darn President Bush"...I guess she thinks she's being cute.
The Principal is going to find out that I believe that school is for learning NOT for politics.
