Not all that long ago I was working on a project under the direction of a totally unqualified woman at a very large agency in DC. She had virtually zero experience or expertise in the systems development area so naturally was put in a key position of managing an major, enterprise-wide moderization initiative. After driving away nearly all of the contractors and many of the feds on the team with her abrasive personality the project totally failed. You woulnd't want to know how much this monumental failure cost the government. As you probably have guessed by now, she was promoted.
