1. The 1970s were a cool decade, due partly to sulfur emissions, which were abated by the Clean Air Act (which was implemented in the early 1970s).
2. The global climate data coverage (spatially) was insufficient to allow useful climate predictions.
3. The computer climate models of the 1970s were akin to a Model-T in comparison to a modern Porsche. This doesn't mean that the current models are not without flaws -- but the computers are much faster and the models much more detailed, allowing better analysis of the effect of changing variables on climate outcomes.
That's a start.
