Walking around in a black tent that conceals everything but the eyes is entirely diferent from wearing a relligious symbol that conceals nothing. The tent enables its wearer to cenceal any number of weapons just before committing a horrific crime, like mass murdering self-detonation, and to conceal his or her identity.
