China is all too happy with this executive order. The more EPA and Green laws, the more manufacturing moves offshore.

Administration officials said the executive order, which the governor announced Monday but can't sign until today, when he returns to California, was intended to clarify the legislation...

The legislation was so vague you could run a million hummers through it. Yet another reason it should not have passed.

This is also going to hurt McClintock's chance at being Governor in 2010.

As I stated a million times, RINOLD is moving the CA GOP so far to the left that the only way for a Republican to win is to run as an out-and-out liberal. By then, the law of diminishing returns will have set in and CA voters will simply just vote for the Dim.

I don't understand why the staff, membership and management of FR can't see this. We stopped Gray Davis AND the Liberal Legislature twice from enacting the Sierra-Nevada CONservancy!!!

as more people move into texas from other parts of the country, things will change. its happening in PA, VA, NC, and in the western states as people move from CA to NV, AZ, CO.

my motto is - if you see something you don't like about another state, don't laugh at is - its coming to where you are too.

I don't know, but what happens if he sells a stupid credit that he thought the state would have in 5 years and it turns out they don't meet their stupid goal?

If they can't meet the goals will Calif be forced to raise taxes to buy credits from Brazil ?

This idea is beyond stupid.

In 1980, the Assembly Republican Caucus empowered the legendary Willie Brown. In 2006, Republicans are still dealing with the damage inflicted upon California and their party by Brown.

In 2005, the California Republican Party enabled Arnold Schwarzenegger. In 2025, the children of today's partisan Republicans will be chagrined by their parents stupidity.
