The walk out by the North Korean Ambassador was predictable - a little more civilized than banging one's shoe on one's desk!

Sorry I couldn't find "North" Korea,
but Vladivostok can be found on the mainland northeast of the Isle of Korea.

Are there any enforcement provisions at all, or are these "demands" and "calls" and "requirements" just so much hot air? Looks to me like the Chinese, Russians etc can work around these terms with relative ease, and who is to stop them?

IIRC The Japanese did something very similar at the League of Nations back in the early 30's when they(the Japanese ) were being condemned for invading Manchuria. This incident led to the break up of the League of Nations.

It's going to be difficult to reject the embargo if there aren't some pirates and other entrepreneurs willing to carry the freight.
