It is beginning to look like the Ds might get back in power enough to kill the new moon program. Since, IMHO, gov't will never develop outer space, private enterprise will have to do it. However, private enterprise is stymied by lack of property rights. So, space development remains strangled in the cradle. (Terminology from the Moon, Mars, and Beyond Presidential report.)
