You're in Arizona. You have "Sidewinders" and Gila Monsters too.
The Gila Monster is an interesting little lizard. Venom similar to a Coral Snake or so I'm told.

I remember a 1970's National Geographic article about the same phenomenon involving the same species, only it was in Alberta, Canada, and the garter snakes had been congregating there for the winter since time immemorial as it was a natural hot springs.
I gather from this article that the circumstances are a wee bit different here.

I had a pet garter snake as a kid (not sure if it was the same species). Funny thing about garters, and I learned this the hard way, is that they don't lay eggs. Pretty much every other kind of snake in the world lays eggs - but garter snakes give birth to live young. So one momma snake, which you don't know to be pregnant, can turn into a momma and about eighty baby snakes, crawling all over, before you know it.

Dude, your picture just made me homesick. I grew up in Southeastern Idaho and those buttes are very familiar to me. As to the snakes, well what can you expect living in the Snake River Valley?
Seriously, I hope they can find their peace with their home and get on with their lives. Just call a few snake herders and redirect them somewhere else.
