Because the MSM/DNC/Dems wanted to leak portions of it to "characterize" what it says. They believed President Bush would not release it.
Durbin even called for hearings right before the President released it - intimating a cover-up of the findings.
Releasing this only makes the case that leaker(s) in our government are putting the citizens of this country at grave risk and that the MSM is collaborating with the leaker(s).
