Washington partakes of elite attitudes on immigration (Tancredo used to get sneered at even by fellow Republicans when he talked about a fence), and its strongest lobbies on both the right and left love a robust inflow of cheap, illegal labor.

I think the real reason that Washington doesn't really want to tackle immigration reform is that they like to focus on things that can't really be measured for success or failure. They'd much rather pour billions into programs that can't be proven ineffective than into a simple fence that either will work or it won't.
