If it is international waters, its a free for all, but US companies have the technology.
That is unless we have a Democrat congress that can outlaw greedy Oil comanies.

No, the rest of world's oil consuming nations would continue to buy from there, it's just the price would be lower.
I suspect the rest of the world would use the same technology that made America independent...and the price of oil would drop dramatically with the new competition. Chavez would be talking about friendship, as would Iran.
