Where in the Constitution are the Feds charged with operating local jurisdictions?

I thought the magic of the Constitution was it's dividing up of power between different branches of government.

If the states and local governments got out of the pension business, let employees save for their own retirement, they get paid enough. Why should I have to save to pay my property taxes when I retire just to pay for some other clowns retirement? If they don't like having to save for their retirement they can cry me a river. I am sure the current pay rates - with out retirement - can attract the needed warm bodies.

It's like the biggest insult to taxpayers is watching them do "Click it or Ticket" then plead poverty. If they can afford to do stupid things like "Click it or Ticket" they have too much money on their hands.
