That must be on the agenda. Probably N. Koreans are ready to set it off on Kim's order. It all depends what will happen in China, I guess.

China drastically cut down oil shipment to N. Korea, and also froze many N. Korean bank account in China.
Then Hu Jintao invited Kim for a face-to-face talk. Many observers believe that this Chinese action is triggered by Bush's telephone call to Hu about a week ago.
It will be interesting to find out how Hu Jintao will handle Kim Jong-il. It will show how far China is willing to extend its efforts to rein on N. Korea.
There is also a report that Hu Jintao and his faction was battling the faction of former president Jiang Zemin during leadership sojourn at Beidaihe. Whatever transpired in that ongoing power struggle could also affect this. I do not know which way, though.
