95% of kids in public behave like heathens, and their parents tune them out. We'll leave a restaurant if we can't be seated away from children, not wanting to find out too late that they might be in the 5% of the well-behaved.

My parents didn't have much of a problem with us when we were kids because they had one simple rule: Act up and we leave. We didn't want to leave because 1)it was fun going out and 2)Leaving meant a meeting with the yardstick.

When dining out, if I'm seated in an area with young screeching and/or hyperactive primates, I ask to be moved to the bar section if there is one. I tell my waitperson discretely why I want to move. There are rarely children in the bar. Apparently even those who have children they cant/wont control still want to "protect" them from heinous drinkers. BTW, once I am moved to the bar section, I do not order alcohol in order to occupy a bar seating but not create bar income. This punctuates my point.
If I have already been seated and they park some howler monkeys next to me, I ask to be moved if possible. If not possible and my food has not arrived, I cancel my order and leave.
I find that most restaurants an d wait staff are pretty accommodating and thusly get rewarded .Those that aren't don't get my business.

I go to Sweet Tomatoes buffet restaurant with family and friends a lot. There are always children there doing their thing. Doesn't bother me one darn bit.
Sweet Tomatoes has the best soup and salad and other food as far as I'm concerned

I'd warn them on the phone . . . either they controlled the kid(s) or I controlled the kid(s) or they'd leave.
Usually a 2 year old was in charge of the family.
