President Bush is deliberately making a distinction between 'average Muslims' and 'Salafist/Sunni apocalyptic jihadists'. It's the same thing as making a distinction between 'average Christians' and 'Spanish Inquisitors'.
The only ones who should be insulted by the distinction would be the extremists themselves.
