Excellent visual of wingtip vortices. Very turbulent air.
Completely so. he smoke trails are created by defensive flares which are used to decoy shoulder-fired missiles; the swirls are created by the wingtip vortices of the C-17. All aircraft produce such vortices where the high pressure air below the wing or rotor spills around the tip into the low pressure air on the topside.
Winglets like those on the -17 and many other modern aircraft move the vortices, but can't eliminate them. Any plane creates them flying through smoke or wisps of cloud. They are most pronounced when the aircraft is heavy, clean (gear and flaps up), and slow. Helicopters and gyroplanes only create them when going forward... in a hover or vertical climb (helo) or vertical descent (helo or gyro) they don't.

1/400 probably -- default for many digitals outdoors. To get a "realistic" prop blur, you need to set your camera to shutter priority and 1/250 or slower. Experiment with the speed to see how much blur you want.
It is rare to see a professional photo with the props frozen like this. It looks a bit unnatural (especially if there is no other indicator of motion in the frame).

One can get confused as to which deignation AC have, even after having over 4000hrs on them... I have over 4000 hours fixing them...
Just to let you know, I did my time.... AF, 2 yrs Dover, 2 years Eglin, 3.5 yrs Clark... I have seen my share.
Tech Sgt. Coooley, the C-17 Globemaster III community, Charleston AFB, and the USAF must be tickled over the photo's widespread exposure (even Boing Boing picked it up).
