combat climate change and increase energy efficiency in everything from street lights to building materials.

Energy cost and climate change don't belong in the same paragraph or the same article.

He really talks the game now that he's out of power.

When he was in office, in a position to enact some of the hairbrained schemes, he did exactly jackshit about "global warming."
