Burns power is said to be increasing under Secretary of State Condoleezza Rice who, like her predecessor, has delegated much authority for policymaking to career bureaucrats. So what does that make her? A figurehead? But she's a woman, and a minority. That makes her a lousy figurehead in the viciously racist and misogynistic middle east.
