Yes I am, since I was age 13. I used to play and work in the Upshur Street area of NW DC around the Soldier's Home. I made deliveries to peoples houses with no thoughts of trouble. In those days, if you mouthed off to someone the worst thing that might happen is you'd get a bloody nose.
Now, I'm not sure where you get your 85% number from but other than a few protected livable pockets, the place is a gigantic slum. The once highly professional police force is now a pathetic sham. The political base is RAT driven and corrupt. The school system is one of the worst in the nation. Crime runs rampant...shall I go on?
Now, as to Baltimore, it's little more than a center core of livability called The Harbor where things are really nice. If you venture out from there you go through miles and miles of slum. Again, the same problems with another example of the lousiest school system in the nation, so bad that the state had to take it over. You can thank the inept Mayor for that one but he's just a part of the problem. RAT driven politics permeates Baltimore and their dense population is one of the main reasons we have representatives like Sarbanes and Mikulski and our vote for POTUS every 4 years is automatic RAT.
PG County..used to be a lovely county but no longer, I've lived there too. You can count them as the second reason we have the above mentioned trash for senators and an overall RAT vote for POTUS.
So, in summary, my opinions are based on facts that I have lived with for all my adult life.
I'd be interested in knowing where you get your facts.
Fredrick is a beautiful area. Lots of little towns nearby too. Mt Airy comes to mind. Great school system.
