It's exactly what Israel's UN Ambassador said. Lebanon itself as a country isn't fighting against Israel, Hezbollah is using Lebanon as a launching point against Israel. Which is why the Israeli Ambassador meant when he said that when it's all said and done and Israel does away with Hezbollah, Lebanon will reap the rewards of Israel's fight.
