Israel knows what its doing; Hizbollah will try to use whatever is around, and the alleged gov't of Lebanon will not even try to stop it. As far as "Israel's actions allow this to happen," save it -- that's just a codicil to the Protocols of the Elders of Sion.
Should the Allies have refrained from bombing "the oil next to the airport" when the Nazi's controlled Germany?
Do you really think you can second guess the military strategy of the IDF? Do you do the same to the US in Iraq? What fuels the vehicles Hizbollah uses?
Infrastructure is cheaper than lives, though Israel would be justified in taking more of those put at risk by the Islamic terror penchant for hiding among civilians including their own children.
FYI, Hezbollah has put rockets on roofs of ordinary houses in the Beirut area.

The Lebanese Ambassador for the US was just recalled. He had just praised Hezbollah. Do you know who was at that base?
