I suppose I could offer the corollary about those who didn't outsource their NYC operations on 9/11 but why look so foolish by contending that outsourcing and bombings have ANYTHING in common besides geography.
Indian newspaper says a CNN India reporter was on the train and survived...reported that the explosion took place on his/her train in the first-class compartment...coach car "blown to bits." Bodies strewn across tracks...
Heaven forbid if they trace the attack back to Pakistan.

All the explosions took place in first class compartments of trains at a time when a majority of Mumbaikars were returning home from office, railway control sources said. Eyewitnesses said a large number of people were seriously injured and all trains on the Western line route had been suspended. A PTI reporter at Santa Cruz station said a blast rocked Borivali-bound local at 1824 hours and seven to eight injured were taken to nearby hospitals. The explosion occurred in the first class compartment of the train and several passengers were jumped out of the speeding train in panic. Around 12 to 15 people injured at Santa Cruz station were taken to nearby VN Desai hospital and the entire first class bogey had been emptied. All local phones, including mobile services, in the city had jammed apparently due to congestion in the system as anxious people tried to reach their loved ones. Another 20 injured were admitted to the KEM hospital in Central area of Parel, hospital sources said. Police cordoned off all railway stations on the Western line and strict frisking and checking were carried out at the Central and Harbour sections of local trains services. Delhi has also been put under high security alert. Security has been stepped up in all the sensitive installations in the Capital.

Perhaps. But considering that most American cities have no security measures for commuter rails (I travel on them frequently), I'd be surprised if India does, especially in areas far from the Kashmir region.
