Now that you mention it, it's obvious that he missed out on the UN's "Food for Sex" scandal in Africa.

Does anyone have a direct link to this document CMPC-2003-003766-HT.pdf? I could not find it at the harmony database site.

The posting of that translation is very unclear regarding as to who is the sender, and who is the recipient of the document. And it is also very unclear on the Captain Quarter's website as to when he is commenting and the actual words of the document.
