I don't know, but I was amazed that he he said it, and disappointed that Houston could become a bureaucratic wasteland of inefficiency.

I wish the city of Memphis would enforce something like this--only that they'd target the MORONS who think that turning their emergency lights on in a lane of traffic and parking their cars magically creates a parking place!!! Yes, in the middle of the freaking street at any time of day!

It's almost always in front of one of the cash advance or bail bond brokers in our lovely city... (rolls eyes)
