Speaking New Orleans. . .
One of the larger response groups to Hurricane Katrina was the REMA team. Rainbow Emergency management. They are used to dealing with medical emergencies for 10 - 20 thousand people. Not everyone who goes to Rainbow is a "Dirty Hippie". A lot of us are Doctors, nurses, EMTs, and other healing specialists in alternative medicine. The Rainbow gathering attendees always clean up the sights that they use and they are largely a peaceful group.
The problem with any group is that a few people can give a bad name to the whole group.

I was there the entire time they were camping and they cleaned up everything.
This is true of most of the Rainbow events. They do clean up after themselves, and I haven't ever seen one documented case where they did not.
I attended a couple of their gatherings back in my youth, and they weren't nearly as scary as many here would have us believe. Just a bunch of hippies hanging out in the woods, and really not a lot more than that.

Let them follow the rules like everyone else, or they can stay home.
The rules were actually, in this case, made to try to force them from having their gatherings on public land.
The current regulations have only been in effect for a few years, and they were motivated completely by trying to squelch this groups freedom to gather on land that is as much theirs as yours or mine.

I've just seen the result of multiple ones out west...and they are not delightful to the locals.
