It's calling their bluff. If they're not really interested in nukes, they should have no interest in enriched uranium. There's no reason for them to turn down this offer except for wanting to build nuclear warheads.

I hope this offer is facetious: we are now pursuing the same failed strategy Clinton used with North Korea with a far more dangerous enemy. We are, in addition, rewarding a country that has already violated IAEA guidelines.
So much for not dealing with terrorists.
Why don't we just give back Libya's nuke technology? After all, Qaddafi must be feeling rather foolish right now.
Bush doesn't have the guts to do what needs to be done now, so we will just have much bigger and dirtier war later on.

I think we should not give them anything even if they cannot possibly use this nuclear technology to build a nuclear weapon. The Islamic terrorist regime will not stop the enrichment no matter what. Just bomb the hell out of them for four to five weeks and send back to the seventh century where they like to be. What is the worse that can happen? Oil price at $ 200 a barrel and a temporary recession? So be it. A nuclear Iran will be more frightening than anything we can possibly imagine.
