Abbas is using the referendum to provoke the collapse of the Hamas government. Hamas isn't happy about it, and will not go quietly. This could become very violent later this week.

Hamas officials on Sunday accused Palestinian Authority Chairman Mahmoud Abbas and his Fatah party of planning a "bloodless coup" to topple the Hamas government and said his proposed referendum was "illegal."

One thing we can be pretty certain about; it is not going to be a bloodless fight.
