I'm not familiar with the work, so I can't much comment. If the situation your describing is one where individuals are being driven to suicide by the malice of others, the moral culpability is on the hands of those doing the driving.
The original article was about the suicide industry in Switzerland. I haven't heard of any systematic torture or murder campaigns being conducted there.
