This is the same rationale behind the original Constitutional compromise of the two houses of Congress. Only instead of balancing states against each other, we now have to balance wealth transfer recipients against taxpayers in an electoral fashion.

What is obvious is the misdirected rage against the President and the economic realites which have led to this situation. And the simplistic ideas of what to do about it. As long as there is an immense difference economically between the US and Mexico the force drawing them here is irresistable.

The GATT was negoitiated and ratified in 1947 and there have been 8 rounds of negoitiations. Which one became a popular tv show?
Most of the opposition to these trade agreements and WTO have come from the Looney Left opposed to "Globalism" and international capitalism well, ANY capitalism actually. That is who was rioting in Seattle and other cities where the WTO meets. Lots of Anarchists, too.

The substance of GATT rules lives on since they are incorporated, with certain understandings, in the Marrakesh Agreement as GATT 1994.

Not altogether true. Many conservatives were against the WTO. The senators who voted for it admitted that they had never read it. The opposition at that time drew all sorts of opposites together to fight it. If you want to call Ross Perot, the Christian right, and Patrick Buchanen the looney left, go right ahead.
