Hmmm... Interesting issue. Cuts a number of different ways. It would mean guest workers who work on public works jobs must be paid prevailing wages. But it would also mean that wages paid to guest workers would be included in the Labor Department survey of wages to determine what the prevailing wage rates are. So that would tend to lower the prevailing rates, probably below the union labor contract rates.

At the risk of sounding harsh...if you base your business model on paying anything other then the prevailing legal wage, why should you be allowed to continue operating your business? Remember all the hype about sweat shops. The exploitation of llegal labor is the SAME THING. We've got sweat shops in the vegetable fields, fruit orchards, homes under construction, food service industry, etc.

Well, in the real world one has a great effect on the other.
My point is that by having a lackluster immigration enforcement policy.... our government has in effect been "controlling" prices all along in certain market sectors.
If you happen to be in one of those occupations as a (scumbag who hires illegals) business owner...you're in luck. If you're in that segment and operate your business in a legal fashion, you're $hit outta luck.
Funny how "price controls" work, hugh?

I'm not sure what I think about this provision. I dislike Davis-Bacon, but if employers are required to pay top dollar for guest workers, might that not mean they will use American workers instead? Andif top dollar is offered and there are still no Americans willing to do the work, then the hiring of foreign labor is justified. In other words, if you want to bring someone into the country to do the work, you must really need that position filled in order to justify top dollar.
