Just because they don't use the word 'amnesty' doesn't mean that their plan doesn't amount to exactly the same thing. The term 'amnesty' is political poison now, and will probably never be used in an official manner ever again. On the other hand, "Guest worker program" just sounds so warm and fuzzy and...compassionate.
