If that is the case, President Bush should step on Negroponte butt. The President appoints and does not have to take any suggestion from Negroponte if he so chooses. The President made his choice and if Negroponte doesn't like it, he should resign.
I prefer this scenario to the poker and hookers explanation for his resignation.
